Rui Lanceiro reinforces Public Law team
Pinto Ribeiro Advogados has reinforced its Public Law team with the integration of Rui Lanceiro. Until April 2024, he worked in the Office of the Minister for the Environment and Climate Action.
Rui Lanceiro is the latest addition to Pinto Ribeiro Advogados, joining the Public Law team, coordinated by partner Inês Ucha.
In recent years, between April 2022 and April 2024, Rui Lanceiro worked in the Office of the Minister for the Environment and Climate Action, where he monitored legislative and regulatory procedures in areas such as environmental and energy law, drafted opinions and monitored the Ministry’s litigation, and was also responsible for monitoring the administrative procedures for environmental licensing and environmental impact assessment.
As well as being a lawyer, Rui Lanceiro is an Assistant Professor at the University of Lisbon School of Law, where he has taught for over 18 years and where he obtained his Law PhD summa cum laude. He has a solid academic background, being specialized in the areas of Administrative Law, European Union Law, Environmental Law, and Energy Law.
For nine years, he was a legal clerk to the Office of Judges of the Constitutional Court, helping to draft opinions, analyse and providing advice on the review of the constitutionality and legality of rules, as well as on the other powers of the Constitutional Court.
His experience in the public sector also includes advising the Portuguese Environment Agency (APA) during the Portuguese Presidency of the Council of the EU, as well as working in various ministerial offices, namely in the office of the Secretary of State for the Environment (2010-2011), the Minister of Health (2009-2010) and the Secretary of State for the Presidency of the Council of Ministers (2008-2009).
